It is almost never RAM, it is the processor. Minecraft runs the world on a single thread, so what holds the TPS up is core frequency and how many chunks and entities are loaded. That is why we use AMD Ryzen 9, which delivers high per-core frequency, and on Pro you pick your plan's processor.
You can. Split the plan's RAM across several instances and build the network in the same panel, with no need to buy a separate server for each lobby.
No. Automatic backup comes as a courtesy and does not replace your own copy. For a large network, buy the managed backup service: that one does carry a restore guarantee.
The limit is 30 TB a month, upload plus download. Past that, the excess may be throttled, become an additional charge or lead to suspension, depending on the case. A Minecraft server rarely comes near that ceiling: going over usually means streaming or proxying, which are not allowed.
